Why your birth time decides this more than you would expect
The rule is about houses, and houses are counted from the lagna. Your lagna changes sign roughly every two hours, so the whole frame that Mars is being measured against slides as the birth time slides. Mars itself hardly moves in a day, but the house it lands in can change completely.
The practical result: a birth time rounded to the nearest hour can make you manglik when you are not, or clear you when you are not clear. Why no cancellation rules are applied
